Score each option
Invite as many people as required to score each option against the criteria that have been specified. Each person enters their own score for each criteria and option.
Weight each criteria
Make some criteria more important than others and the adjusted scores will be calculated automatically for you. The best option will then be calculated from the weighted scores.

Follow a well defined process and you will naturally create transparency of how the decision was made. Document why a decision was made in a particular way and avoid the perception of decisions being made behind closed doors.
